That one spot in the bible is the story of Onan, son of Judah, who was given the wife of his elder brother Er, who was killed before he could make a son. Onan was supposed to make Tamar pregnant with a son, who would then be said to be Er's son, and thus secure inheritance. This is called Levirate Marriage. Onan knew that if he gave Tamar a son, he would be cut out of inheritance, so he spilled his goo on the floor instead. It is not a condemnation of masturbation but of failing to fulfill his Levirate Marriage duty. There is no prohibition against self-pleasure.
