Though the data usage of delta chat is not that high, I have 1,9 gb for 112K messages. 400mb are the messages, the rest are files. I have this account for 2 years already. Potentially there is still space to save, because this account was created before deduplication was introduced and we haven't enabled this feature for old files yet.
But this is nothing that would not fit on a budget phone.
