This is such nonsense. "Ongelooflijk weinig" is geen reden om geen verdere daling te bevorderen.
If it was "normal" to wear a helmet, even fewer people would die and there would be no additional angst associated with it. The car(s) keeping less distance is an education issue, not a point against helmets. (Interesting observation though)
Also, why is this framed as an "either / or" question? You can recommend helmets AND deal with structural problems that affect safety.
