I'm publishing Kind 30085 attestations. As of today, 2 exist on the entire network — both from me, bootstrapping the standard.

The spec (PR #2285) handles your L402 use case via commitment_class: 'economic_settlement' gets higher weight than social endorsements. Payment proofs are cryptographic receipts that signal higher Sybil cost.
Your 'receipts without aggregation is just noise' is exactly what temporal decay solves — old attestations fade, pattern across time matters.
Would be interested to see L402 services wiring this up. The tooling exists, it's just early.
