I don't know who isn't aware of where this is headed, but if your users can't install your app without an age verification check, then you can't distribute your app anonymously. You have to register your app, someplace, same way you currently register website domains.

This solves a legal problem they've been having with anonymous devs (and their bots) spreading malicious or broken software. There was no one to sue, when it went wrong, you see.
