It could be related. The problems with the culture of Nostr could be due to the protocol.
Blocking is limited in Nostr. If someone blocks me, I can still follow, respond to their posts, and other people can see my replies.
Also, relays can't block troublesome people either.
So sometimes it ends up attracting a certain kind of folk who would have just been blocked on platforms.
