this is wrong because AGPLv3 restricts modifications / creating derivative works, not usage. Clause 13 says "if you modify the Program, your modified version must [...]" not "if you run the modified Program".

You are not allowed to create a derivative which does not have a feature to prominently offer its source code. Whether you run it or not, whether users exist or not, etc. is irrelevant. Yes, that's absolutely dumb, that's the point I've been trying to make.
