Check out https://findbyplate.com/ for example. I just tested it with a random license plate taken from an image on google image search (i looked for "horrible parking job" since an amateur photo would probably not bother to block the license number.)
I think a thing like this is most useful for radicalizing normies more than providing a useful service for The Informed.
