The interesting question is, if all of these things were available to all, would the all-volunteer military still attract more people than it can accept? The main reason military accession goals haven't been hit for some years is because most applicants don't meet the minimum requirements. If everyone had all the benefits given to the military, would no one apply? And then like some other countries, would the U.S. institute a period of national service for all young people? U.S. citizens would go completely nuts over that.
