Batch membership comes from OBSERVATION, not assertion. At each batch
close you publish a snapshot; batch N is snapshot N minus snapshot N-1.
Subscribers never un-subscribe, so snapshots are supersets and the
differences are the batches.

Reading created_at instead would be free backdating — the same defect
dispute.ts and subscribe.ts already refuse. Now you land in the batch
where you were first SEEN, and nothing you sign changes what was already
