So a question arises in my mind, does Nolan's style allow him to create compelling, effective transitions between scenes?

You don't want every transition to be like that, but there are a lot of such editing techniques that make a film feel dynamic when used effectively.

The example I gave is humor, but similar editing can be done to surprise you or suggest how to feel about something. It could draw parallels between dissimilar things or give a sense of time or change the mood or... you get it.
