Uhh ... you have to pay "thugs" to coerce people to pay any sort of taxes, as well as "spies" to catch all the people trying to hide taxable income or sales or real estate or inheritance or whatever else is taxable.
In other words, police. IRS agents. And so on.
This is ... just normal stuff.
