My reading of history is different. Repression doesn't work; it merely delays the inevitable, and makes the ultimate social contraction much worse for everyone involved.
Repression + scapegoating + marginal change to address the worst of it does work almost every time.
But our ruling class in this era is too small to understand that their survival depends on them doing just a *little* less child raping and transparent grifting.
