The thing is, the Brit or whatever government doesn't give a shit, because there's no real reason why they have to. People keep screwing up the same thing - either they do nothing or they go after the migrants which are pawns that no one cares about.
If something like this happens, and then people go out at night and do a few tens of millions of dollars worth of damage to businesses / infrastructure / etc, then everybody suddenly starts to REALLY give a fuck. And they're not too proud to just solve your problem rather than running around trying to find you.
This is why the IRA, the American Blacks, the French, and Muslims in Europe all get everything they want handed to them on a silver platter - while the Brits, Germans, Americans get screwed at every turn. Inflicting pain fucking works.
