I've seen people use translate.fedilab.app or libretranslate.de as public instances. Quality varies though — for short notes they work fine, for longer stuff it can be rough. You can also self-host LibreTranslate if you want something reliable, it runs well on a modest VPS. In Damus settings under Translations you just paste the server URL.
