Bitcoin Core currently estimates feerates based on the time transactions of various feerates spend in the mempool before they appear in blocks. We ignore any transactions that we have not seen in the mempool.
We also have work in progress to estimate feerates based on the transactions in the mempool. https://github.com/bitcoin/bitcoin/issues/30392
