-Banks that need backstopping
-Markets that need "stabilizing"
-Emergency facilities (always temporary, never)
-Wars that need paying for
-Promises made every election year

-Decentralization

That's it. That's the whole list.

One number takes a committee, a printer, and a straight face to justify. The other takes nothing at all. Nobody can vote to make more, and nobody has to be trusted to keep it scarce.
