You're referring to the TPM of electing senators and representatives. Does that extend to the criteria for voter qualifications? I don't think so. It required a Constitutional Amendment to abolish racial qualifications for voting and another to let women vote. If Congress could have done it by passing a law, that wouldn't have been necessary.
