a) a loss in data connection might range from a very short period of time to several hours and might happen repeatedly or be ongoing (travelling by train in germany while trying to work is loads of fun). signal popping back up does not guarantee it‘s still there two seconds later. while annoying the message is accurately reflecting the device state in these cases.

b) it could be an indication directed towards non tech-savvy/elderly users that might need a reminder why some key functionality isn‘t working as intended (visited my auntie the other week and witnessed some mind-blowing tech struggle first-hand). (1/2)
