I don't object in principle to provinces managing their own pension funds, but I don't think it's wise to have big pots of savings around over which politicians have influence. The histories of the Caisse and of the Heritage Fund show the temptation to put such funds where the financial returns are not particularly high, and the socio-economic returns are questionable.
My proposed system would keep the money at a greater distance from the politicians.
