And strange you seem to think the guidelines are selective...it's any public space and that includes cafes, restaurants, swimming pools and the like. Not just government or orgs.
Only exception I think is private clubs. But again, it depends where and what time. Some places you can't just nip into a pub or whatever, they are often 'customer only' and of course not 24 hour and limited opening on Sundays.
