0.1.1: the storage half (retention, claims, tombstones, authorised reconcile
listing, admission filter, verified-source freshness) and the transport half
(FSL-CARD-1 identity, the narrow session interface, the relay-knowledge
boundary, the fsl scheme, FetchPath-as-evidence, Tor and non-Tor both, and the
NAT/Android gates before the lane ships). One owner item (the envelope review)
