⚡️🇵🇸🇺🇳 NEW - Board of Peace High Representative for Gaza Nickolay Mladenov hailed Hamas’s acceptance of “complete demilitarization,” while tiptoeing around Israel’s killing of Palestinians and unmet commitments before the UN Security Council.

🔹 He explained that the roadmap for decommissioning and withdrawal would be reciprocal, which undercuts Israel’s demand that Hamas disarm first and unilaterally:

“Withdrawal follows verified decommissioning and proceeds in phases. It is sequenced and reciprocal. Each step rests on the successful completion of the one before it. … Progress is performance-based, not calendar-based.”

🔹 Israel is “not a signatory” to the withdrawal and weapons decommissioning roadmap, and the Board “never asked” it to be one.

Mladenov said, “we asked Israel to reaffirm its commitments under the comprehensive plan in the Sharm El-Sheikh protocol.” Israel reaffirmed the existing framework verbally, but “important questions of implementation still remain open.” Israeli strikes continue and Palestinian civilians are still being killed.

Israel’s use of force not answering an “immediate threat,” he said, delays demilitarization and obstructs the civilian transition.

🔹 Yet his criticism was strikingly weak. He insisted “the ceasefire holds,” credited Israel for humanitarian improvements and merely said its “present policy on quality shelter is not acceptable.”

Israel has destroyed or damaged 82% of all buildings and infrastructure in Gaza, per U.N., and over 90% of the population lives in makeshift shelter, like tents or damaged buildings, as Israel deliberately blocks caravans (mobile homes) and even durable tents, along with all reconstruction material, for more than 10 months into a so-called ceasefire.

🔹 The transitional administration has prepared policing and recovery plans, while the International Stabilization Force still needs troops. Mladenov warned that if the ceasefire collapses, “there will be no roadmap to return to,” “no administration to deploy,” and “nothing left on the ground to rebuild.”

🔹 Mladenov again drew parity between Israel’s continued attacks and unmet humanitarian commitments with Hamas, saying the movement’s pledge to “cease all military activities” was “still to be met in full.” But by his own account, implementation of Hamas’ decommissioning begins only after the international force can deploy, and Israel fulfills its undertakings.
