Most notes published with PoW don't take more than a fraction of a second to mine, and any bot can attach PoW. It's mainly a spam filter, but not any kind of Proof of Real or Human or an indicator that the content is any good.

And most high signal notes come from clients that don't have PoW as an option. I personally don't really see the value.
