Right now it uses a greedy algorithm to minimize the number of relays while still ensuring that each user is covered by at least two relays when fetching the following feed. That said, once you follow more than a couple hundred people, there’s really no way around connecting to a large number of relays no matter how you optimize it.
Also, read relays are mainly used to fetch events that mention you, essentially your notifications feed.
