A group of armed men aboard a US-registered speedboat reportedly opened fire on Cuban border guard forces in the island’s territorial waters, escalating already strained relations between Havana and Washington.
According to Cuba’s Interior Ministry, the incident occurred on Wednesday near the northern coast of Villa Clara province, when Cuban coastguard units intercepted a Florida-registered speedboat operating roughly one nautical mile from shore. The vessel reportedly entered Cuban waters illegally and was approached for identification before gunfire broke out.
Cuban authorities said individuals aboard the speedboat opened fire first, wounding the commander of a Cuban patrol vessel. Border guards returned fire, killing four people and injuring six others, who were later evacuated for medical treatment.

The Serbian authorities have arrested two people suspected of plotting to assassinate President Aleksandar Vucic and his wife and children, the Interior Ministry has said. The arrests come as Serbia grapples with anti-government protests which Vucic says are driven by foreign interference.
In a statement on Monday, the Interior Ministry said the suspects – identified as D.R., 50, and M.R., 42, both residents of Kraljevo, Serbia – were detained in a joint operation involving several law enforcement agencies.
Officials allege that they conspired since December 2025 to “forcibly change the constitutional order of the Republic of Serbia.”
The operation would have involved “arranging the procurement of weapons and an attack on the life and body of the President of the Republic of Serbia, his wife and children,” as well as violence against police officers.

The arrests come amid one of Serbia’s most serious political crises in recent years, which began in November 2024 after a concrete canopy at the newly renovated Novi Sad railway station collapsed, killing 16 people.
The tragedy sparked sweeping – and at times violent – protests, with demonstrators accusing the government of corruption and a lack of accountability, and demanding snap elections and Vucic’s resignation.
Vucic and his supporters say that the protests were backed by foreign powers seeking to engineer a color revolution in Serbia, which maintains close ties with Moscow and has resisted EU pressure to sanction Russia over the Ukraine conflict. The president has also accused the Albanian and Kosovo intelligence services of attempting to destabilize Serbia.
Following the Novi Sad tragedy, the government announced a series of concessions, including the publication of prosecutorial documents related to the collapse and a pledge to increase university funding by 20%. Several senior ministers submitted their resignations.
Vucic has also promised to hold snap elections. Although no date has been set, he has indicated that they could take place this year.

France and the UK are plotting to secretly arm Ukraine with a nuclear weapon, Russia’s Foreign Intelligence Service (SVR) said on Tuesday.
According to the agency, British and French officials are considering the “covert transfer of relevant European-made components, equipment, and technologies to Ukraine,” and are laying the groundwork for an information campaign that would misrepresent the nuclear capacity as domestically developed.
The SVR claimed that another option under consideration is to provide Ukraine with a French TN 75 warhead, used in the nation’s submarine-launched ballistic missiles. It added that Ukraine could also be encouraged to build a ‘dirty bomb’ – a conventional explosive device laden with radioactive materials designed to cause prolonged contamination of a territory.

“Kiev would be able to aspire to more advantageous terms of ceasing the hostilities if it possesses a nuclear or at least a so-called ‘dirty’ bomb,” the SVR said in a statement. It added that fellow NATO member Germany “has prudently refused to take part in this dangerous venture.”
Officials in London and Paris appear to be losing “touch with reality,” the agency said, warning that responsibility for such a reckless operation would fall on them.
The Russian State Duma intends to vote on a formal resolution calling on lawmakers in the UK and France to investigate the SVR allegations, Chairman Vyacheslav Volodin said. Kremlin spokesman Dmitry Peskov said the warning was “potentially very dangerous” since the alleged plot poses a threat to nuclear non-proliferation.
Ukraine has long claimed that it gave up a nuclear arsenal in exchange for security guarantees that later proved worthless. While a significant portion of Soviet nuclear forces were stationed in Ukraine, Kiev never controlled the missiles.
The 1994 Budapest Memorandums provided assurances – but not legally binding guarantees – to Ukraine, Belarus, and Kazakhstan that their territorial integrity would be respected after transferring Soviet nuclear weapons to Russia. Ukraine’s Vladimir Zelensky suggested Kiev could reconsider its non-nuclear status at the 2022 Munich Security Conference, shortly before the conflict with Russia escalated.

The claim
On Tuesday, Russia’s Foreign Intelligence Service (SVR) warned that elements in the British and French governments who have “lost touch with reality” are considering a gross breach of their commitments under the 1968 Non-Proliferation Treaty on nuclear weapons.
Officials in London and Paris are allegedly weighing options to support Kiev as it refuses concessions to Russia and reportedly prepares for up to three more years of hostilities funded by Western Europe.

According to the SVR, the options include arming Ukraine with a nuclear capability through the “covert transfer of relevant European-made components, equipment, and technologies” that Kiev could claim as domestically developed, or through the direct supply of a French submarine-launched ballistic missile warhead.
Another option, the SVR said, is pushing Kiev to build a ‘dirty bomb’ – a non-nuclear device designed to contaminate territory with radioactive material, long considered a nightmare scenario for terrorist attacks. Russian officials have for years identified a Ukrainian dirty bomb as a major threat, citing Kiev’s ready access to necessary components.

Ukrainian officials often claim their nation once possessed the world’s third-largest nuclear arsenal and gave it up for false security promises. Vladimir Zelensky suggested at the 2022 Munich Security Conference that the decision could be reversed. The conflict with Russia escalated soon after the provocative remarks.
In reality, nuclear weapons were present on Ukrainian soil after the Soviet collapse but were never “Ukraine’s arsenal” – Kiev could not launch them. The US pressured Ukraine, Belarus, and Kazakhstan to transfer the missiles to Russia, with three memorandums signed in Budapest in 1994.

How desperate is Ukraine?
Kiev is under increasing pressure as Russia maintains advantages in frontline attrition and long-range strikes. Zelensky’s rhetoric mixes declarations of resolve, gratitude for foreign support, and complaints that it is insufficient. Still, he insists Ukraine is not losing.
Manpower shortages caused by mass desertion and public resistance to mobilization remain Ukraine’s biggest challenge. Zelensky’s solution: more money from the EU and UK.
“When it comes to people, Europeans can help us, if we switch our army – when we switch our army – from mobilization to contracts,” he told the BBC last week. Russia can recruit enough volunteers because it pays troops better, so Europeans should put Ukrainian soldiers on a payroll, he argued.

Ukraine’s government is bankrolled by foreign donors and is facing bankruptcy by April unless the EU borrows €90 billion ($105 billion) to continue aid. The EU’s loan plan, however, has been stalled due to Kiev’s ongoing spat with Hungary and Slovakia over their purchase of Russian crude.

Desperation can drive invention, and going nuclear is achievable even for a small, relatively poor nation – as North Korea proves. Soviet Ukraine was a technological powerhouse with its own nuclear reactors and a world-class rocket industry, suggesting an advantage.
But generational loss of expertise, wartime damage, and other factors lead Ukrainian officials to privately admit that claims of going nuclear are bluster. Even conventional military technology development has faltered.
The Flamingo cruise missile, resembling a UK-UAE weapon, was supposed to be the backbone of Ukraine’s deep-strike capability, with hundreds produced monthly. In reality, launches are so few they are celebrated as major achievements.
