independent institutions capable of limiting power regardless of who temporarily controls government.<br/><br/>The Twenty-First Century Test<br/><br/>America’s first 250 years were shaped by the printing press, railroads, industrialization, radio, television, automobiles, and the internet.<br/><br/>The next 250 years will almost certainly be shaped by technologies that make those earlier revolutions seem modest.<br/><br/>Artificial intelligence.<br/><br/>Mass data collection.<br/><br/>Predictive algorithms.<br/><br/>Digital identity systems.<br/><br/>Biometric
