for genuinely compute-intensive tasks like weather forecasting (or fluid dynamics, or... basically anything someone wrote a lot of Fortran for), then newer is probably better, to a point - because generally speaking the deadline dictates the performance required, and what matters is getting that level of performance at the minimum environmental cost. and in general, newer computers deliver a given level of performance at a lower power consumption than older computers. (though the cost of creating those newer machines is a confounding factor.)
