I missed your reply for some reason. The mid east is special, because the GDP is almost all oil. For operating cost, the oil production is profitable at less than $15 per barrel, however the countries social programs and defense require higher prices.
Saudis have been trying to diversify and sold some Armco stock, but the principal still holds. The modern Middle East lifestyle needs $65 oil.

Oil never maintains high prices when adjusting for inflation. Pre Covid above $100 came with significant demand destruction. Production normally couldn’t be increased before consumption decreased.
