If you want to probe defense, a single, plausibly deniable consumer / hobby drone would seem far more to the point. If you want to be covert, you wouldn't run lights and would use minimum number to get the job done.
Even if you want to send a message, you'd still want to minimize the chance of being caught, unless you're just absolutely sure you'll get away with it

Certainly the people on the ground did, and if the higher command or people doing PR spin didn't, they at the very least didn't have positive evidence for the initial story.
