U.S. Securities and Exchange Commission Chair Paul Atkins said today that it remains unclear whether the U.S. government will move to seize the widely discussed Bitcoin holdings rumored to be tied to Venezuela, an uncertainty that comes as Washington seeks to bring greater regulatory clarity to digital asset markets.

Atkins told Fox Business the question of pursuing the so‑called Venezuela Bitcoin stash — variously estimated at roughly 600,000 BTC, or about $56 billion to $67 billion at current prices — is “still to be seen” and is being handled by other parts of the administration.

“I leave that to others to deal with. That’s not my focus,” Atkins said, underscoring that the SEC is not currently prioritizing asset confiscation.

Rumors in crypto and intelligence circles have pointed to a massive “shadow reserve” of Bitcoin allegedly accumulated by the Venezuelan government through gold sales, oil deals settled in stablecoins, and other transactions dating back to 2018.

If verified and under U.S. control, such a reserve would rank among the largest Bitcoin holdings globally.

But independent blockchain analysts note that there is no verifiable on‑chain evidence yet linking wallets containing such amounts to Venezuela’s government, and publicly traceable addresses connected to state entities reflect only a tiny fraction of the rumored holdings.

Bitcoin and CLARITY Act update

Atkins pivoted quickly from the Venezuela question to highlight ongoing legislative efforts in Congress aimed at clarifying the regulatory framework for digital assets.

“This week is an important week because the Senate is taking up a bipartisan bill that will bring clarity and certainty to the crypto world,” he said, referring to a measure designed to delineate oversight responsibilities between the SEC and the Commodity Futures Trading Commission (CFTC).

The bill — backed by members of both parties and anticipated to be marked up this week — represents the next step in positioning the U.S. as a global leader in digital asset markets, Atkins said.

He also cited the Genius Act, passed late last year, as the first statute formally recognizing crypto assets under U.S. law, and credited it with helping to bring regulatory clarity to stablecoin frameworks.

Atkins expressed optimism that with clearer rules, markets will gain much‑needed certainty around products and oversight.

He noted ongoing collaboration with the new CFTC chairman and reiterated the SEC’s commitment to enforcing future regulations once enacted.

While ethical questions around public officials and crypto business interests remain under Congressional purview, Atkins said the immediate priority is a regulatory regime that reduces market ambiguity and supports investor confidence.

Trump Says He Won’t Pardon Sam Bankman-Fried

President Donald Trump said this week that he has no intention of pardoning Sam Bankman-Fried, the former FTX chief executive who is serving a lengthy federal prison sentence for one of the largest financial frauds in U.S. history.

In an interview with The New York Times, Trump was asked whether he would consider granting clemency to several high-profile inmates. Among the names raised was Bankman-Fried, the onetime cryptocurrency billionaire convicted in 2023 of stealing billions of dollars from FTX customers.

Trump’s response was that he is not considering it, according to The New York Times.

The remark puts somewhat of a stop to months of speculation inside crypto and political circles about whether Bankman-Fried might angle for relief from a president who has frequently criticized federal prosecutors and used his pardon power aggressively.

Bankman-Fried was sentenced in November 2024 to 25 years in prison after a New York jury found him guilty on seven counts, including wire fraud and conspiracy. Prosecutors said he orchestrated a scheme that diverted customer funds to prop up his hedge fund, Alameda Research, while presenting FTX as a safe and compliant exchange.

The collapse wiped out billions in customer assets and triggered a global crackdown on crypto firms.

Sam Bankman-Fried’s push for a pardon

Since his conviction, Bankman-Fried and those close to him have pursued multiple avenues that appeared designed to soften his public image and create openings for clemency.

In early 2024, Bankman-Fried gave a rare jailhouse interview to Tucker Carlson, portraying himself as misunderstood and claiming FTX customers would have been “made whole” absent government intervention.

The interview circulated widely among conservative audiences and was seen by many as a calculated appeal to Trump-aligned media figures.

Around the same time, Bankman-Fried’s parents, both Stanford law professors, sent letters to the court seeking leniency at sentencing, emphasizing his charitable intentions and arguing that a decades-long prison term would be excessive.

While not directed at Trump, the effort reinforced a broader strategy of reframing Bankman-Fried as a flawed but non-malicious actor rather than a criminal mastermind.

Bankman-Fried has also highlighted his past political realignment. Though he was one of the largest donors to Democrats in the 2022 cycle, he later claimed in interviews that he had secretly given comparable amounts to Republicans and had grown disillusioned with the Biden administration.

Those comments were widely interpreted as an attempt to distance himself from Democratic power centers and signal openness to a future Republican-led clemency process.

Trump, however, has not shown any public sympathy. While he has argued that allies prosecuted under the Biden administration were victims of a “weaponized” Justice Department, Bankman-Fried’s case does not fit that narrative. The fraud investigation began before Biden took office and was driven by customer losses and internal FTX records.

President Trump did pardon Binance founder Changpeng Zhao (CZ) in October 2025 for his 2023 guilty plea to money laundering violations, a move framed by the White House as ending the Biden administration’s “war on cryptocurrency” and a potential pathway for Binance to re-enter the U.S. market.

Per the companies, the $8 million funding will support Speed’s infrastructure expansion and additional integrations with merchants and platforms, further solidifying its role in building the next generation of global financial rails anchored in Bitcoin and USDT.

Bitcoin Price Skyrockets Past $90,000 as BlackRock and JPMorgan Deepen Bitcoin Bets

Bitcoin price ripped higher above $90,000 on Wednesday, extending a sharp rally fueled by accelerating institutional demand and a new wave of Wall Street–engineered crypto products.

The surge followed fresh disclosures showing BlackRock increasing its exposure to its own spot Bitcoin ETF, and JPMorgan pitching a complex, high-stakes structured note tied directly to BlackRock’s IBIT fund.

Bitcoin price touched 24-hour lows of $86,129 before rebounding above $90,300, continuing a volatile upswing that has defined the fourth quarter.

BlackRock’s latest regulatory filing shows the Strategic Income Opportunities Portfolio now holds 2,397,423 shares of IBIT, valued at $155.8 million as of September 30. That’s up 14% from June, when the fund reported 2,096,447 shares.

The steady buildup underscores how the world’s largest asset manager is using its internal portfolios to deepen its Bitcoin-linked positions.

The moves arrive as demand for structured crypto-linked investments heats up among major banks. JPMorgan’s newly proposed derivative-style note gives institutional clients a way to bet on the future price of Bitcoin through IBIT, currently the largest Bitcoin ETF with nearly $70 billion in assets.

The product is unusual — and aggressive. The note sets a price for IBIT next month. If, one year from now, IBIT trades at or above that price, the note is automatically called and investors collect a fixed 16% return.

If IBIT trades below the set level in a year, investors stay in the product until 2028. Should IBIT exceed JPMorgan’s next target price by then, investors earn 1.5x their investment with no upside cap. If the Bitcoin price skyrockets, the payouts follow.

There’s downside protection, too. If IBIT finishes 2028 down no more than 30%, investors receive their full principal back. But if the ETF falls more than 30%, losses match IBIT’s decline.

The structure combines a bond-like wrapper with derivatives exposure, a formula FINRA classifies broadly under its “structured note” category. These notes blend a traditional security with options-based payouts tied to a reference asset — in this case BlackRock’s Bitcoin ETF.

The pitch to institutions is simple: predictable returns if Bitcoin price stalls next year, leveraged upside through 2028, and limited long-term downside. The tradeoff is equally clear: no interest payments, no FDIC insurance, and the risk of losing most or all principal.

Bitcoin price volatility

JPMorgan is explicit about the stakes. Its prospectus warns that investors “should be willing to lose a significant portion or all of their principal amount at maturity.” Volatility in Bitcoin, it adds, may be extreme, and the notes remain unsecured obligations of the bank.

The bank’s latest move also highlights an ongoing shift in Wall Street’s tone toward Bitcoin. CEO Jamie Dimon once mocked Bitcoin as “worse than tulip bulbs.” Yet JPMorgan is now engineering products that depend on the digital asset’s long-term trajectory.

Morgan Stanley has been exploring similar territory. Its own IBIT-linked structured note drew $104 million last month. Now, it’s taking that loyalty a step further.

I recorded on Friday with somebody right after the post went out and I said, "Okay, we can expect a post on Sunday morning or afternoon sort of backing off from uh his statements.
(02:14) " And that's exactly what happened. For those who are unaware, Trump uh came out and said that we're going to put 100% tariffs on China's rare earth metals um because they weren't cooperating in negotiations. And then Sunday he said, "Hey, President Xi was just not in a good state of mind. We're back into a good spot.
(02:41) " What is what is this geopolitical volatility signal to you? Um I think it I think it signals that that China has a lot more leverage than a lot of the western commentators uh are admitting. And maybe this might have been the first time where they finally admitted like oh like reading between the lines. Uh I think China retaliated for um the the the latest semiconductor high-end semiconductor related sanctions and and basically my view was like all right well we're not going to you're not going to be allowed to have this stuff.
(03:18) That was the initial read. And it's interesting, uh, Trump came out with what they said with what he said Friday, right, which is 100% tariffs and, you know, markets threw a fit. And then the Chinese came out and clarified either a Saturday or Sunday, I don't remember exactly when it was, but and it was kind of like the most Chinese statement ever.
(03:44) It was like, you know, this is not a ban, which, you know, in my experience is, you know, is it a ban or is it not a ban? You know, one of my one of my uh uh best uh one of my best sources on China, a friend of mine goes, "Is it a ban or is it not a ban?" Yes, that's the answer. That's that's how the that's how the Chinese negotiate. So, but when you really read what they said, apparently it's it's about the weapons.
(04:07) You know, it's a ban on weapons. We're not going to supply rare earth to the US Defense Department to make weapons to point missiles at us and our friends anymore. And you know the rest of and and it was interesting because the US spun it as hey they're shutting everybody off and the Chinese said no no no no and so then there was you know Trump tacoed China tacoed or China China backed or deescalated is spun as mutual deescalation um which it was and I think there is still not the recognition there was a moment of recognition in the west of oh my gosh they can shut down
(04:46) everything which yeah we've known that all along if you were honest you know if people are honest about the things and not that not that that wouldn't hurt them too it would uh but I think the most important thing is is they're done selling weapons to the US defense department they're done selling rare earth um uh selling rare earths into weapon system for the US defense department which is enormous and I think still not fully digested um you know might being digested by the gold market this morning, which is up 110 bucks as we speak, over $4,100 on the futures. Um, but that's got a lot more
(05:24) to go in my opinion to properly digest that message. So, um, I I think it's really important in terms of what just transpired because it's it's they're basically saying we're done. We're done selling rare earths into Western Defense Systems. You know, get your own rare earth. Yeah, and it seems like China feels like it is in a good position.
(05:55) It seems like there's been some coordinating in the background to get to this point where they feel confident to plant these these flags in the ground and draw these lines in the sand, if you will. And it pertains to the gold market, particularly what they've been doing with the Shanghai exchange, putting the gold on warrant. And it seems like I had a conversation with Vince Lansancy on Friday and he made a really good point is like they're essentially setting up this parallel settlement network that settles in gold and it seems like the last 6 8 months have really been uh greasing greasing the wheels getting the the slopes ready
(06:32) for that. It's on and now they can posture geopolitically from a position of strength. Yeah, I think that's exactly right. And and you know, historically, if you messed with the monetary side of the rules-based global order, the US would send the military over and kick your head in.

Institutional appetite for Bitcoin has surged to new and unprecedented levels this year.

As of October 8, global bitcoin exchange-traded products (ETPs) and publicly traded companies have collectively acquired 944,330 BTC — already surpassing the total amount purchased in all of 2024.

To put this in perspective, these institutions have bought roughly 7.4 times the new supply of bitcoins mined this year.

With three months remaining in 2025, it’s safe to assume that rate will only go up.

Bitcoin institution statistics from September

According to a monthly report shared by Bitcoin Treasuries with Bitcoin Magazine, public and private treasuries added a combined 46,187 BTC, worth approximately $5.3 billion, in September 2025, marking steady growth comparable to August’s 47,718 BTC increase.

By month’s end, tracked entities collectively held more than 3.8 million BTC — valued at about $435 billion — including holdings by public companies, private companies, governments, ETFs and similar entities, and DeFi platforms.

Around 130 non-U.S. companies now hold 96,997 BTC, reflecting ongoing global adoption, according to the report.

As of September 30, 2025, a total of 338 entities were tracked holding Bitcoin, including 265 public and private companies. The number of listed entities has more than doubled since January, reflecting more-and-more institutional adoption.

In September alone, 26 new entities were added —18 public companies and 8 private firms. Publicly traded Bitcoin treasury companies continue to dominate the landscape, and analysts from bitcointreasuries.net suggest they remain the primary drivers of new listings and Bitcoin acquisitions moving forward.

Some of the largest Bitcoin holders include MicroStrategy Inc. (MSTR) from the U.S. with 640,031 BTC, Marathon Digital Holdings, Inc. (MARA) also from the U.S. with 52,850 BTC, 21Shares/XXI (CEP) from the U.S. with 43,514 BTC, Metaplanet Inc. (MTPLF) from Japan with 30,823 BTC, and Bitcoin Standard Treasury Company (CEPO) from the U.S. with 30,021 BTC.

As a developer approaching grey beard status, AI and LLMs hurt deep because they make it clear to me that my career has been primarily built on thousands of hours of reading technical documentation, googling and stack overflow searching for issues that seem similar to the issue I'm trying to solve, and then testing multiple attempts to fix that problem.

Example, a coffee shop that accepts btc can find a coffee bean provider that accepts btc and they can work together and pay for beans with btc.

If businesses would start using btc for their supply chain payments user adoption would follow.
