Daniel Lewin was only 31 years old when he boarded American Airlines Flight 11 on September 11, 2001, but he’d already done a lot of amazing things in his life. His family moved from America to Israel when he was 14. Molly Knight Raskin, the author of a new biography called “No Better Time: The Brief, Remarkable Life of Danny Lewin, the Genius Who Transformed the Internet,” said moving to Israel had everything to do with making Lewin into a motivated individual.

“Moving to Israel was like lighting a fire under (his) drive,” Raskin said. “He wanted to squeeze every last drop out of every minute out of every hour out of every day.”

He joined the Israel Defense Forces in his early 20s and tried out for the Sayeret Matkal, the secretive unit known for the famed 1976 rescue raid on Uganda’s Entebbe Airport. Later he used his love of algorithms and formulas to found Akamai, a tech company that played a big part in making the Internet faster.

Lewin rode the ups and downs of the early days of the Internet’s boom and bust, and on 9/11 he was headed to Los Angeles to sit down with other Akamai execs to discuss ways to cut costs. He was seated in 9B, which put him near the front, in the area where the terrorists were seated. Before the airplane hit the North Tower of the World Trade Center, flight attendants were able to relay that he’d been the first passenger stabbed to death. That fact makes it plausible, based on his understanding of Arabic and his self-defense training, that he was fighting two of the terrorists when he was attacked from behind by a third terrorist he didn’t realize was there.

As Todd Leopold writes at CNN, “Friends have always pondered the what-ifs. Lewin may have finished his Ph.D., something that always nagged at him. Friends thought he could have entered Israeli politics. Or he could have become a high-tech household name, like Bill Gates or Steve Jobs.”

“Those who knew him feel like the world was robbed,” says Raskin. “He was always searching for something greater.”

The American Israel Public Affairs Committee, one of Washington's most powerful lobbying groups, has thrown its weight behind legislation to block funding for civilian trials of Guantánamo Bay detainees, in a move that is likely to influence the debate over the future of the alleged September 11 conspirators.

AIPAC has included the issue on the agenda for its annual conference this weekend and will urge its members to press Congress to support a bill that would prevent federal money being used to prosecute Khalid Sheikh Mohammed and other detainees in civilian courts.

The decision places AIPAC alongside conservative critics of the Obama administration who argue that Mohammed, the self-proclaimed mastermind of the 9/11 attacks, should be tried before a military tribunal and not in a federal court a few blocks from where the World Trade Centre stood.

The administration has defended its decision to hold the trial in New York as a demonstration of the strength of the American judicial system. But the city's mayor, Michael Bloomberg, initially a supporter, has withdrawn his backing amid concerns over security costs and the potential for the trial to become a platform for jihadist propaganda.

AIPAC's involvement is significant because of its considerable influence in Congress, particularly among Democrats. The lobby has played a pivotal role in shaping US policy in the Middle East.

AIPAC's decision to take a stand on the issue follows a similar move by other Jewish groups, including the Anti-Defamation League, which has also spoken out against a civilian trial.

President Donald Trump said that he predicted the threat of 9/11 mastermind Osama bin Laden, claiming on Sunday that the terrorist attack on the World Trade Center could have been prevented if U.S. officials had listened to him.

Trump spoke to reporters aboard Air Force One, alongside Sen. Lindsey Graham (R-SC) and Commerce Secretary Howard Lutnick.

During the gaggle, Graham encouraged Democrats to celebrate the military action that captured Venezuelan leader Nicolás Maduro and his wife, telling press that “when Bin Laden went down, I was the first to applaud President [Barack] Obama.”

Trump seized on the comment, mentioning his own alleged prediction of the 9/11 attacks.

“By the way, you know, you mentioned something that’s interesting. Lindsay mentioned bin Laden. Do you know I wrote about bin Laden one year before the attack in the World Trade Center and I said you got to go after bin Laden,” said Trump. “It was in my book, and very few people want to say that, but it was in my book.

The president then claimed that the horrors of September 11 could have been prevented if his warning was taken seriously.

“You know that I think you’ve actually talked about it,” he said to a reporter. “But if they would have listened to me, they would have taken out Bin Laden and you wouldn’t have had the World Trade Center tragedy.”

Trump has made this claim repeatedly in the past, including as recently as October. Repeated fact checks consistently report that his 2000 book contained no warning whatsoever about bin Laden.

The book’s single mention of bin Laden appears in a section criticizing US foreign policy:

"Instead of one looming crisis hanging over us, we face a bewildering series of smaller crises, flash points, standoffs, and hot spots. We’re not playing the chess game to end all chess games anymore. We’re playing tournament chess – one master against many rivals. One day we’re all assured that Iraq is under control, the UN inspectors have done their work, everything’s fine, not to worry. The next day the bombing begins. One day we’re told that a shadowy figure with no fixed address named Osama bin-Laden is public enemy number one, and U.S. jetfighters lay waste to his camp in Afghanistan. He escapes back under some rock, and a few news cycles later it’s on to a new enemy and new crisis."

According to CNN, “In a separate section, the book said the US was in danger of a major terrorist attack that would make the 1993 bombing of the World Trade Center look minor in comparison – but it did not predict that bin Laden or al Qaeda would be the perpetrator of this attack.”

British intelligence reported in February 2002 that the Israeli Mossad ran
the Arab hijacker cells that were later blamed by the U.S. government's 9/11 Commission for carrying out the aerial attacks on the World Trade Center and Pentagon. WMR has received details of the British intelligence report which was suppressed by the government of then-Prime Minister Tony Blair.

A Mossad unit consisting of six Egyptian- and Yemeni-born Jews infiltrated "Al Qaeda" cells in Hamburg (the Atta-Mamoun Darkanzali cell), south Florida, and Sharjah in the United Arab Emirates in the months before 9/11. The Mossad not only infiltrated cells but began to run them and give them specific orders that would eventually culminate in their being on board four regularly-scheduled flights originating in Boston, Washington Dulles, and Newark, New Jersey on 9/11.

The Mossad infiltration team comprised six Israelis, comprising two cells of three agents, who all received special training at a Mossad base in the Negev Desert in their future control and handling of the "Al Qaeda" cells. One Mossad cell traveled to Amsterdam where they submitted to the operational control of the Mossad's Europe Station, which operates from the El Al complex at Schiphol International Airport. The three-man Mossad unit then traveled to Hamburg where it made contact with Mohammed Atta, who believed they were sent by Osama Bin Laden. In fact, they were sent by Ephraim Halevy, the chief of Mossad.

The second three-man Mossad team flew to New York and then to southern Florida where they began to direct the "Al Qaeda" cells operating from Hollywood, Miami, Vero Beach, Delray Beach, and West Palm Beach. Israeli "art students," already under investigation by the Drug Enforcement Administration for casing the offices and homes of federal law enforcement officers, had been living among and conducting surveillance of the activities, including flight school training, of the future Arab "hijacker" cells, particularly in Hollywood and Vero Beach.

In August 2001, the first Mossad team flew with Atta and other Hamburg "Al Qaeda" members to Boston. Logan International Airport's security was
contracted to Huntleigh USA, a firm owned by an Israeli airport security firm closely connected to Mossad â€” International Consultants on Targeted Security â€“ ICTS. ICTS's owners were politically connected to the Likud Party, particularly the Netanyahu faction and then-Jerusalem mayor and future Prime Minister Ehud Olmert. It was Olmert who personally interceded with New York Mayor Rudolph Giuliani to have released from prison five Urban Moving Systems employees, identified by the CIA and FBI agents as Mossad agents. The Israelis were the only suspects arrested anywhere in the United States on 9/11 who were thought to have been involved in the 9/11 attacks.

The two Mossad teams sent regular coded reports on the progress of the 9/11 operation to Tel Aviv via the Israeli embassy in Washington, DC. WMR has learned from a Pentagon source that leading Americans tied to the media effort to pin 9/11 on Arab hijackers, Osama Bin Laden, and the Taliban were present in the Israeli embassy on September 10, 2001, to coordinate their media blitz for the subsequent days and weeks following the attacks. It is more than likely that FBI counter-intelligence agents who conduct surveillance of the Israeli embassy have proof on the presence of the Americans present at the embassy on September 10. Some of the Americans are well-known to U.S. cable news television audiences.

In mid-August, the Mossad team running the Hamburg cell in Boston reported to Tel Aviv that the final plans for 9/11 were set. The Florida-based Mossad cell reported that the documented "presence" of the Arab cell members at Florida flight schools had been established.

The two Mossad cells studiously avoided any mention of the World Trade Center or targets in Washington, DC in their coded messages to Tel Aviv. Halevy covered his tracks by reporting to the CIA of a "general threat" by an attack by Arab terrorists on a nuclear plant somewhere on the East Coast of the United States. CIA director George Tenet dismissed the Halevy warning as "too non-specific." The FBI, under soon-to-be-departed director Louis Freeh, received the "non-specific" warning about an attack on a nuclear power plant and sent out the information in its routine bulletins to field agents but no high alert was ordered.

The lack of a paper trail pointing to "Al Qaeda" as the masterminds on 9/11, which could then be linked to Al Qaeda's Mossad handlers, threw off the FBI. On April 19, 2002, FBI director Robert Mueller, in a speech to San Francisco's Commonwealth Club, stated: "In our investigation, we have not uncovered a single piece of paper â€” either here in the United States, or in the treasure trove of information that has turned up in Afghanistan and elsewhere â€” that mentioned any aspect of the September 11 plot."

The two Mossad "Al Qaeda" infiltration and control teams had also helped
set up safe houses for the quick exfiltration of Mossad agents from the
United States. Last March, WMR reported: "WMR has learned from two El Al sources who worked for the Israeli airline at New York’s John F. Kennedy airport that on 9/11, hours after the Federal Aviation Administration (FAA) grounded all civilian domestic and international incoming and outgoing flights to and from the United States, a full El Al Boeing 747 took off from JFK bound for Tel Aviv’s Ben Gurion International Airport. The two El Al employee sources are not Israeli nationals but legal immigrants from Ecuador who were working in the United States for the airline. The flight departed JFK at 4:11 pm and its departure was, according to the El Al sources, authorized by the direct intervention of the U.S. Department of Defense. U.S. military officials were on the scene at JFK and were personally involved with the airport and air traffic control authorities to clear the flight for take-off. According to the 9/11 Commission report, Transportation Secretary Norman Mineta ordered all civilian flights to be grounded at 9:45 am on September 11." WMR has learned from British intelligence sources that the six-man Mossad team was listed on the El Al flight manifest as El Al employees.

WMR previously reported that the Mossad cell operating in the Jersey
City-Weehawken area of New Jersey through Urban Moving Systems was suspected by some in the FBI and CIA of being involved in moving explosives into the World Trade Center as well as staging "false flag" demonstrations at least two locations in north Jersey: Liberty State Park and an apartment complex in Jersey City as the first plane hit the World Trade Center's North Tower. One team of Urban Moving Systems Mossad agents was arrested later on September 11 and jailed for five months at the Metropolitan Detention Center in Brooklyn. Some of their names turned up in a joint CIA-FBI database as known Mossad agents, along with the owner of Urban Moving Systems, Dominik Suter, whose name also appeared on a "Law Enforcement Sensitive" FBI 9/11 suspects list,
along with the names of key "hijackers," including Mohammed Atta and Hani Hanjour, as well as the so-called "20th hijacker," Zacarias Moussaoui.

Suter was allowed to escape the United States after the FBI made initial
contact with him at the Urban Moving Systems warehouse in Weehawken, New Jersey, following the 9/11 attacks. Suter was later permitted to return to the United States where he was involved in the aircraft parts supply business in southern Florida, according to an informe3d source who contacted WMR. Suter later filed for bankruptcy in Florida for Urban Moving Systems and other businesses he operated: Suburban Moving & Storage Inc.; Max Movers, Inc.; Invsupport; Woodflooring Warehouse Corp.; One Stop Cleaning LLC; and
City Carpet Upholstery, Inc. At the time of the bankruptcy filing in Florida,
Suter listed his address as 1867 Fox Court, Wellington, FL 33414, with a
phone number of 561 204-2359.

From the list of creditors it can be determined that Suter had been
operating in the United States since 1993, the year of the first attack on
the World Trade Center. In 1993, Suter began racking up American Express credit card charges totaling $21,913.97. Suter also maintained credit card accounts with HSBC Bank and Orchard Bank c/o HSBC Card Services of Salinas, California, among other banks. Suter also did business with the Jewish Community Center of Greater Palm Beach in Florida and Ryder Trucks in Miami. Miami and southern Florida were major operating areas for cells of Israeli Mossad agents masquerading as "art students," who were living and working near some of the identified future Arab "hijackers" in the months preceding 9/11.

ABC's 20/20 correspondent John Miller ensured that the Israeli connection to "Al Qaeda's" Arab hijackers was buried in an "investigation" of the movers' activities on 9/11. Anchor Barbara Walters helped Miller in putting a lid on the story about the movers and Suter aired on June 21, 2002. Miller then went on to become the FBI public affairs spokesman to ensure that Mueller and other FBI officials kept to the "Al Qaeda" script as determined by the Bush administration and the future 9/11 Commission. But former CIA chief of counter-terrorism Vince Cannistraro let slip to ABC an important clue to the operations of the Mossad movers in New Jersey when he stated that the Mossad agents "set up or exploited for the purpose of launching an intelligence operation against radical Islamists in the area, particularly in the New Jersey-New York area." The "intelligence operation" turned out to have been the actual 9/11 attacks. And it was no coincidence that it was ABC's John Miller who conducted a May 1998 rare interview of Osama Bin Laden at his camp in Afghanistan. Bin Laden played his part well for future scenes in the fictional "made-for-TV" drama known as 9/11.

WMR has also learned from Italian intelligence sources that Mossad's running of "Al Qaeda" operatives did not end with running the "hijacking" teams in the United States and Hamburg. Other Arab "Al Qaeda" operatives, run by Mossad, were infiltrated into Syria but arrested by Syrian intelligence. Syria was unsuccessful in turning them to participate in intelligence operations in Lebanon. Detailed information on Bin Laden's support team was offered to the Bush administration, up to days prior to 9/11, by Gutbi al-Mahdi, the head of the Sudanese Mukhabarat intelligence service. The intelligence was rejected by the Biush White House. It was later reported that Sudanese members of "Al Qaeda's" support network were double agents for Mossad who had also established close contacts with Yemeni President Ali Abdullah Saleh and operated in Egypt, Saudi Arabia, and Eritrea, as well as Sudan. The Mossad connection to Al Qaeda in Sudan was likely known by the
Sudanese Mukhabarat, a reason for the rejection of its intelligence on "Al
Qaeda" by the thoroughly-Mossad penetrated Bush White House. Yemen had also identified "Al Qaeda" members who were also Mossad agents. A former chief of Mossad revealed to this editor in 2002 that Yemeni-born Mossad "deep insertion" commandos spotted Bin Laden in the Hadhramaut region of eastern Yemen after his escape from Tora Bora in Afghanistan, following the U.S. invasion.

French intelligence determined that other Egyptian- and Yemeni-born Jewish Mossad agents were infiltrated into Sharjah in the United Arab Emirates as radical members of the Muslim Brotherhood. However, the "Muslim Brotherhood" agents actually were involved in providing covert Israeli funding for "Al Qaeda" activities. On February 21, 2006, WMR reported on the U.S. Treasury Secretary's firing by President Bush over information discovered on the shady "Al Qaeda" accounts in the United Arab Emirates: "Banking insiders in Dubai report that in March 2002, U.S. Secretary of Treasury Paul Oâ€™Neill visited Dubai and asked for documents on a $109,500 money transfer from Dubai to a
joint account held by hijackers Mohammed Atta and Marwan al Shehhi at Sun Trust Bank in Florida. O'Neill also asked UAE authorities to close down accounts used by Al Qaeda . . . . The UAE complained about O’Neill’s demands to the Bush administration. O’Neill’s pressure on the UAE and Saudis contributed to Bush firing him as Treasury Secretary in December 2002" O'Neill may have also stumbled on the "Muslim Brotherhood" Mossad operatives operating in the emirates who were directing funds to "Al Qaeda."

After the collapse of the Soviet Union and the rise to power of the Taliban
in Afghanistan, Sharjah's ruler, Sultan bin Mohammed al-Qasimi, who survived a palace coup attempt in 1987, opened his potentate to Russian businessmen like Viktor Bout, as well as to financiers of radical Muslim groups, including the Taliban and "Al Qaeda."

Moreover, this Israeli support for "Al Qaeda" was fully known to Saudi
intelligence, which approved of it in order to avoid compromising Riyadh. The joint Israeli-Saudi support for "Al Qaeda" was well-known to the Sharjah and Ras al Khaimah-based aviation network of the now-imprisoned Russian, Viktor Bout, jailed in New York on terrorism charges. The presence of Bout in New York, a hotbed of Israeli intelligence control of U.S. federal prosecutors, judges, as well as the news media, is no accident: Bout knows enough about the Mossad activities in Sharjah in support of the Taliban and Al Qaeda in Afghanistan, where Bout also had aviation and logistics contracts, to expose Mossad as the actual mastermind behind 9/11. Bout's aviation empire also
extended to Miami and Dallas, two areas that were nexuses for the Mossad control operations for the "Al Qaeda" flight training operations of the Arab cell members in the months prior to 9/11.

Bout's path also crossed with "Al Qaeda's" support network at the same bank in Sharjah, HSBC. Mossad's phony Muslim Brotherhood members from Egypt and Yemen controlled financing for "Al Qaeda" through the HSBC accounts in Sharjah. Mossad's Dominik Suter also dealt with HSBC in the United States. The FBI's chief counter-terrorism agent investigating Al Qaeda, John O'Neill, became aware of the "unique" funding mechanisms for Al Qaeda. It was no mistake that O'Neill was given the job as director of security for the World Trade Center on the eve of the attack. O'Neill perished in the collapse of the complex.Mossad uses a number of Jews born in Arab countries to masquerade as Arabs. They often carry forged or stolen passports from Arab countries or nations in Europe that have large Arab immigrant populations, particularly
Germany, France, Britain, Denmark, Sweden, and the Netherlands.

For Mossad, the successful 9/11 terrorist "false flag" operation was a
success beyond expectations. The Bush administration, backed by the Blair government, attacked and occupied Iraq, deposing Saddam Hussein, and turned up pressure on Israel's other adversaries, including Iran, Syria, Pakistan, Hamas, and Lebanese Hezbollah. The Israelis also saw the U.S., Britain, and the UN begin to crack down on the Lebanese Shi'a diamond business in Democratic Republic of Congo and West Africa, and with it, the logistics support provided by Bout's aviation companies, which resulted in a free hand for Tel Aviv to move in on Lebanese diamond deals in central and west Africa.

Then-Israeli Finance Minister Binyamin Netanyahu commented on the 9/11 attacks on U.S. television shortly after they occurred. Netanyahu said: "It is very good!" It now appears that Netanyahu, in his zeal, blew Mossad's cover as the masterminds of 9/11.

The results show that platforms must do more to detect and remove harmful content in closed groups while preserving user privacy. They must also improve tools for user reporting. Without these steps, private spaces online will continue to be exploited by extremists and bad actors to spread hate and coordinate violence.

Over the course of two weeks, ADL researchers posted 10 pieces of violative content (for example, “Jews are rats”) on private spaces and tracked the responses of three different platforms - before reporting and after.

Our testing found the following:

Facebook was the only platform that deployed any kind of auto-filtering to remove content proactively. However, this was before Facebook-owner Meta announced that it would abandon proactive moderation of non-illegal content in the U.S.

Discord did not take action on any content proactively—only after the content was reported.

Roblox’s auto-filtering did obscure some offensive posts, but it did not remove any of the content, the private group, or the user account posting violative content after we reported it.

Facebook and Discord removed most hateful content retroactively (after users reported it, in this case, by ADL), but their systems were not perfect and missed violative content.

In response to our research:

This research was shared with Meta, Discord and Roblox prior to publication and ADL researchers briefed the relevant teams at these companies. In response, Discord and Roblox acted. Specifically, Roblox shared that they “enabled an additional layer of automated review on Community Wall Post Abuse Reports. This means that abuse reports filed against Community wall posts will first undergo a review by an automated system, which will automatically take action if the wall post violates our policies. The additional layer of automation will empower human moderators to focus on deeper tasks and help increase the effectiveness of our review system.”

Private Online Spaces: Harboring Hate and Extremism

The problem of online hate and harassment has been well documented, but most data come from public online spaces such as X/Twitter, YouTube, or Reddit. These platforms typically use proactive moderation, such as automated filters and machine-learning tools, to identify and remove content that violates their rules.

Some platforms, however, allow users to create closed or private spaces where only members can see the content. These private spaces include closed Facebook groups, private Discord servers (a type of chat room), and communities on Roblox. Encrypted chat platforms such as WhatsApp, Telegram, and Signal also allow member-only spaces, some of which can be discovered publicly, while others are by invitation only. ADL’s 2024 annual survey of online hate and harassment found that between 2023 and 2024, incidences of harassment increased on both Telegram and WhatsApp, +6% and +11% respectively.

Private online spaces have been linked to numerous instances of online and in-person atrocities. Shooters such as the Buffalo shooter, or a school shooter in Perry High, Iowa, posted their manifestos and livestreamed their deeds on private Discord servers. In August 2024, a perpetrator in Turkey, motivated by white supremacists and accelerationism, shared his manifesto on Telegram before livestreaming a violent stabbing attack. Most recently, online bullies have used private spaces to promote extreme cruelty and self-harm as part of larger campaigns to harm vulnerable young people, sometimes leading to suicide.

ADL has also tracked many extremist groups that flourish on private groups and servers hosted by Discord, Telegram, and other platforms. Hate groups and conspiracy mongers, such as the Three Percenters or QAnon adherents, take advantage of private groups to organize and distribute hateful content and false narratives. Other extremist groups, such as extremist traditional Catholic and Islamic groups, have used Discord servers to share memes and hateful rhetoric. Extremist militias have been quietly organizing and regrouping on private Facebook groups since the January 6, 2021, attack on the U.S. Capitol. Individuals and groups on Roblox groom children to extremist ideologies through projects like “Redpill the Youth.” When neighborhood watch groups or community organizers use private groups, hateful users have, in some cases, infiltrated these groups to harass and intimidate other users.

It is difficult for researchers to assess how well platforms moderate these spaces or understand their inner workings because private online spaces restrict access. Private spaces can equally serve important social functions, such as for parent groups, political organizing, or protected spaces for marginalized groups to gather and provide mutual support. But tech companies do not make clear how they enforce their policies in private groups, often leaving content moderation up to users or administrators.

Understanding Content Moderation in Private Online Spaces

Members-only groups can be visible to non-members, such as many closed Facebook groups. But others, such as private Discord servers, are not making the groups' content invisible to non-members. Degrees of privacy and visibility can vary on Facebook groups, Telegram channels, or WhatsApp chats. Facebook groups, for example, can be fully public and open, publicly accessible but closed (anyone can join but only members can post or view content), or private (members must be approved). There are also two categories of private groups: closed groups that require approval but can be found through search, and fully secret groups that are not only private but cannot be found in search.

The three platforms we tested for this study (Facebook, Discord, and Roblox) have taken proactive steps to address hate, extremism, and antisemitism. We did not include platforms such as Telegram, which does not moderate hateful content, even though extremists use the platform's private channels to spread hate and coordinate harassment.

Facebook is one of the most popular social media platforms among users in the U.S., and where the majority of online harassment takes place (61% of people who are harassed report harassment on Facebook, according to ADL’s 2024 annual survey of online hate and harassment). Much of this harassment takes place in closed Facebook groups, but researchers have little insight into these spaces.

**Discord **began as a chat platform for gamers but has since expanded to host numerous online communities. Social interaction on Discord takes place in chatrooms (called servers) that offer a private or semi-private environment for users to chat both in groups and individually (similar to Slack). Discord allows users to create servers with various channels that can be set to invite-only, making it a popular choice for groups seeking privacy. Discord’s company culture, which emphasizes privacy and minimal moderation, makes it an attractive place for bad actors to connect and coordinate. Video calls and chats are not recorded or monitored, and users can delete posts permanently. Making video and audio calls end-to-end encrypted increases privacy for users, but it also makes it significantly more difficult for the platform to catch bad behavior. Discord's hands-off approach to content moderation--leaving most moderation decisions in the hands of the server’s administrators-- makes it easy to share extremist content there compared to similar platforms.

Roblox is a gaming and game creation platform popular with children, with at least 45% of users being under the age of 13. Roblox has a groups feature embedded within its website, though Roblox users primarily communicate with each other through in-game text or voice chat. Within Roblox groups, members can post messages on a group wall, participate in group events, and access exclusive in-game content provided by group leaders. Roblox groups often focus on themes, such as game development or in-game collaborations. It is the only gaming platform we included where the majority of communication takes place in-game. For comparison, we only examined the group feature on the Roblox website and not communication in Roblox games.

Methodology

1. We created one group per platform (Facebook, Discord and Roblox) simultaneously, and named the groups on Facebook and Discord “Group for the Truth;” (this name was already taken on Roblox so we named that one “Group for the Truth_2.”) To prevent users from inadvertently stumbling across the groups, the settings for each were set up in a manner that made them hidden from search.

2. We then used one account to create the groups and post content (the “posting account”), and another on a separate computer to report the content (the “reporting account”). Two researchers were assigned to each account. There were no further descriptions or images added to the groups, except on Roblox, which required a group description and image.

3. The posting account was then used to post hateful content to all three platforms. This content was pulled directly from Meta’s helpfully illustrative examples of violations against its hate speech policy at the time. Meta is the only platform with examples of what could be violative of its hate speech policy of the three platforms we reviewed.

4. Meta's Tier 1 Hate Speech policy, for example, states that a user may not post content that includes:

Dehumanizing speech in the form of comparisons to or generalizations about:

Animals in general or specific types of animals that are culturally perceived as inferior (including but not limited to: Black people and apes or ape-like creatures; Jewish people and rats; Muslim people and pigs; Mexican people and worms)

We adapted this example to draft a hateful post stating, “Jews are rats.” Every post was derived directly from Meta’s policy examples, though there may not always be a corollary example within the policy. For example, Meta’s policy at the time stated that users may not post:

Content targeting a person or group of people on the basis of their protected characteristic(s) (in written or visual form):

Generalizations that state inferiority in the following ways:

Physical appearance, including but not limited to: ugly, hideous.

There was no further example provided by Meta, so we created a post that would intentionally violate this policy:

“Jews are the ugliest, most hideous people on Earth.”

Although these posts were based on Meta’s policy, each one has a matching Discord policy. The same applies to Roblox, though its hate speech policy is not nearly as detailed as Meta’s or Discord’s:

Roblox honors and welcomes users of all ages, backgrounds, and identities. We do not allow content or behavior that supports, glorifies, or promotes hate groups, their ideologies, or actions. You also may not discriminate, mock, or promote hatred against individuals or groups, or encourage others to do so directly or indirectly, on the basis of their:

Race, perceived race, or ethnicity

We believe that the following posts are violative under Roblox’s policy as well:

“Jews are rats.”

“Jews are devils and shit.”

“The Holocaust did not happen-it’s a lie made up by the Jews.”

“Jews control the banks, the government and Hollywood and we need to get rid of them for the safety of American citizens.”

“Jews are the ugliest, most hideous people on Earth.”

“Jews should be segregated from all other people.”

5. We followed up our initial posts with additional sentences to test content violating Meta’s policy against dangerous organizations and individuals, such as violent extremists. These posts also violate Discord’s Violent Extremism policy and Roblox’s Community Standards.

“Hitler and the Nazis did nothing wrong.”

“Please donate to the Goyim Defense League!” (A link was attached to this sentence.)

We referenced the Goyim Defense League because they are a notorious group of antisemitic provocateurs, according to the ADL Center on Extremism.

We also posted the following two images in violation of Meta’s Dangerous Organizations and Individuals policy, Discord’s Violent Extremism policy, and Roblox’s Community Standards:

6. The following day, we reported each of these posts, if applicable. Though both “Jews are the ugliest, most hideous people on Earth” and “Jews should be segregated from all other people” run afoul of hate speech policies, we did not report them until the next day. We staggered reporting in this way so as to not get either our accounts or groups suspended before the study was over.

Findings

Facebook was the only platform to remove content before we reported it.

Discord did not take down any content at all, implying either that it has little to no automatic filtering or that any filtering is not robust enough to catch what our posting account shared. When offending posts were reported, Discord did remove posts and suspended the account.

Roblox obscured the text of offensive posts, but did not take down the group nor the offending account.

When we started reporting the potentially violative content to the platforms, we noticed a discrepancy between the platforms’ responses. Facebook’s reaction to reports included warnings before suspending the group. Discord provided less information to the administrator about why the posts were removed. It did not suspend the group but did suspend our Posting account. Roblox informed the posting account that the account or group was breaking the rules, but did not take down any posts within the group. Although it did obscure the text by censoring the entire post, replacing all content with x’s except for the obscured content, the group stayed the same as it did before reporting. No further content was taken down, and no alerts were given to either account.

Facebook

Facebook removed most offending posts when we reported them, gave feedback to the account administrator, and finally suspended the group when offending content continued to be posted. Some posts remain up-- despite notifications from our Reporting account.

Proactive Detection

Facebook did not remove any posts automatically on the first day we posted content. On the second day we posted, they removed “Ukraine-Russia War” automatically (see Image 2).

Not only did Facebook remove the photo, but it also alerted the Posting account (the account admin) that the photo had been removed. When we clicked through “See why,” Facebook displayed the offending image and explained why the image had been removed. It also provided a link to the rule that was broken. Facebook also added restrictions to the account that posted the picture; the user could not create ads, create live videos, or start or join calls for approximately a month. It is not clear why Facebook took action against “Ukraine-Russia War” automatically, but not the sister image “Covid Agenda.” Both pictures originate from the Goyim Defense League and are prohibited by Meta’s policy rules. Meta has rolled back its Covid misinformation rules, but this image is still prohibited per their Dangerous Organizations and Individuals policy.

Facebook did not allow the posting account to post the link embedded in “Please donate to the Goyim Defense League!” Not only was Facebook the only platform to prevent adding the link, it also explained why it was not allowed (Image 3).

Reporting Response

After we reported the posts, they were almost instantaneously actioned. The first post was reported at 4:21pm. By 4:24 pm, the reporting account was alerted that the report resulted in the post being removed.

At the same time, the posting account was notified that restrictions were added to the account (Images 4 and 5). Unlike Discord or Roblox’s restrictions, Facebook not only told the user which restrictions were added, but also explained which post was removed and which rule each had broken.

The next day, we reported the second half of the posts and the remaining image. Facebook again took action, quickly taking down the posts. This time, however, the platform also permanently suspended the group. The posting account can still access the defunct group, but the reporting account cannot. Users can still log into both accounts, and post and comment on Facebook, just not the group. Facebook warned us that the posting account is under threat of being permanently suspended (Image 6).

Although we commend Facebook for their quick action, there were still posts that remain up. These posts, despite the reports, were never taken down as of publication (Image 7).

Discord

In contrast to Facebook, Discord’s content moderation strategy for private groups, appears to be reactive rather than proactive. It depends primarily on reports from users of those groups, rather than automatic filtering and takedowns.

Proactive detection

Until we reported the offending content on the Discord group, no content was taken down.

Reporting Response

While Discord did not take action on content in the proactive detection phase, once we started reporting posts, they responded proactively, removing posts before we could report them on day 14.

The first half of the content was reported on day 13 but did not receive alerts from Discord until an hour later. The alerts explained why the posting account was being sanctioned and which rules it had broken.

By day 14, nearly every post had been taken down—even the ones not reported yet. All posts save one were taken down proactively, although we had not reported those images yet. The only post still up said, “Please donate to the Goyim Defense League.” We reported this post, but it was never taken down.

Unlike Facebook, Discord did not take action against the group itself; the group is not suspended, and the reporting account can still post to it at the time of writing. Discord did act against the posting account, suspending it a few days later. The posting account received no notification that it was suspended, save for emails alerting us to “new messages” on Discord. These messages were forwarded to the now inaccessible account, so we cannot determine when Discord took action. The posting user might have received a more pointed alert, like an app notification, if we had used the phone app instead of the desktop website. In any case, we were able to create a new account with the same name and using the same email address after our account was removed.

Roblox

The protections offered by Roblox in the private group were minimal, especially compared to Discord and Facebook. We received virtually no feedback on reporting from the platform. There were no warnings or pop-ups for the administrator. Roblox did not remove any posts, despite reports from our reporting account.

Proactive detection

Of the ten posts we created, four were automatically obscured when we posted them, so members could see the posts but not view the text. Roblox replaced the text with the hashmark (#), obscuring not just the offensive words but the entire post (Image 12). It is not entirely clear why Roblox hid some posts this way. For example, the text “Jews are devils and shit” was likely hidden because of the expletive. Roblox might also be automatically filtering keywords that it deems objectionable. It could be that terms like Holocaust, Hitler, Nazis or Goyim were automatically flagged, causing those posts to be removed.

Roblox does not allow pictures or links to be posted on the group’s page, so we were unable to post the Covid Agenda and Ukraine-Russia War images. We were able to post “Goyim Defense League” without the embedded link, though it was also immediately hidden.

Reporting response

After we reported every post through our reporting account, there was no response from Roblox, unlike our experience with Facebook or Discord. No other posts were taken down. There were no tools that alerted the poster, the admin or reporting account that any action had been taken—not even a pop-up that the report had been received. The admin received no report that multiple posts on the group had been reported for hate and harassment.

Even after multiple reports, no action was taken on any of the posts. In fact, there was no change in the group from the initial first action, hiding the text. Compare the image of the Roblox group taken on day 14 with the image taken of the group over two weeks later (Image 13). There is no discernible difference.

Recommendations For Platforms with Members-only Groups

How platforms respond to violative content in private is just as important as how they respond to violative content in public. Facebook and Discord, while not perfect, moderated these private groups in a way that removed the majority of hateful content and suspended the hateful accounts.

We do not expect platforms to moderate content on private groups as strictly as in public spaces, due to privacy concerns, but we do expect an appropriate level of preventative moderation and tools for groups to moderate content. Roblox appears to have had little to no moderation in place, which is concerning given the young age of its player base. Roblox hid offensive and controversial text but did not suspend the posting account or group. It also provided no alerts to the admin or group when a report was made. While we understand that the bulk of communication on Roblox happens in-game, little action was taken within the group chat to moderate offensive content. Terrorist and violent extremist groups organize on private groups and channels, not in public spaces. Platforms with private groups should adopt a minimum standard of moderation on private groups to proactively stem this problem.

Platforms should:

**Reexamine how automatic filtering functions: **A common problem encountered in this course of our research was the seemingly arbitrary nature of the filtering tools. For example, Facebook automatically filtered one image but not another equally objectionable. It is also not clear why one image was actioned and the other was not. Platforms should reexamine their automatic filtering functions to catch content that slips through the cracks.

**Prioritize user-reporting within private groups: **Because of the protections that are available for private groups, reporting by group members is the primary channel for alerting the platform. Platforms should prioritize these reports and act on them quickly. These reports may be one of the first signs that something is amiss within a group.

**Suspend groups when they reach a threshold of violative content: **Facebook was the only platform that fully suspended our group. Discord did not suspend our group, only the user, who was able to promptly create a new account. Roblox suspended neither the group nor the account. If violative users and groups are allowed to continue their work with barely any pushback from platforms, then any moderation will fail.

**Utilize metadata in content moderation: **Private groups may restrict the visibility of their content to outside users and the platform itself, but that does not mean that there is no data available. Post times, user addresses, and other metadata are available to platform moderation teams. Discord, in particular, could take better advantage of the tools available to it. Discord’s content, save for video and audio content, is not encrypted, and the platform could be more proactive about automatic filtering if it chose to.

A jubilant Arad, a 31-year-old Israeli native who has designed two police stations in his job at the New York City housing authority, said he was surrounded by well-wishers after learning his plan was chosen.

“I am very honored and overwhelmed by the news that the jury has selected my design. I hope that I will be able to honor the memory of all those who perished, and create a place where we may all grieve and find meaning,” said Arad, who is the son of outgoing Hebrew University vice president and former Israel ambassador to the US Moshe Arad .
“I will do my best to rise to the enormity of the task at hand. It is with great humility that I regard the challenges that lie ahead, and it is with great hope that I will find the strength and ability to meet them.”

Upon being notified of the decision, Arad called his parents in Jerusalem to tell them the news. “I’m very proud, happy, and emotionally moved,” Moshe Arad told The Jerusalem Post. “I hope that the significance of this will be appreciated by both Israelis and Americans.”

Arad has been living in the U.S. since finishing his military service in the Israeli Defense Force in 1991. He received a BA from Dartmouth College, and a MA from Georgia Tech’s College of Architecture.
He lives in the East Village in New York City with his wife, Melanie Arad Fitzpatrick, and his newborn son, Nathaniel. Before he took a leave of absence to care for his infant son, Arad was an assistant architect for the New York City Housing Authority. There, he had worked to craft designs for a community policing center in Brooklyn. Prior to joining the city in 2002, he worked as an architect for Kohn Pederson Fox Associates, a Manhattan architecture firm.

Arad, who also has lived in Mexico, received his master’s in architecture from the Georgia Institute of Technology in 1999 before he moved to New York City with his wife, Melanie Arad Fitzpatrick, an attorney with Sullivan & Cromwell LLP, the prestigious Manhattan law firm.

Walker, whose major projects include the redevelopment of the site of the 2000 Summer Olympics in Sydney, was added to the memorial project after Arad submitted his design.
The winning memorial was announced Tuesday by the Lower Manhattan Development Corp.,
the agency overseeing the rebuilding of the site.

The reflecting pools will mark the “footprints” of the World Trade Center towers. The development group said a revised version of the memorial will be unveiled next week, with significant changes that add trees and greenery around the footprints and expose the slurry wall, the last surviving piece of the trade center.

The design previously had a vast open plaza marked by just a few trees, but will now include “teeming groves of trees, traditional affirmations of life and rebirth,” said jury chairman Vartan Gregorian, of the Carnegie Corporation of New York.
“The result is a memorial that expresses the incalculable loss of life and its regeneration,” Gregorian said.

The development agency also said it is flexible about the grouping of victims’ names at the memorial, a point bitterly fought by rescue workers who want separate recognition for their colleagues.

Dartmouth professor John Wilson, who taught Arad in an architectural design course, noted that Arad’s art “reflected work that was different from other Dartmouth students ? because of his background and exposure.”  “He’d had a broader experience than the other students and he was aware of international trends. He talked about the architecture he had been exposed to,” Wilson told New York Newsday. Wilson added that “Michael had been exposed to a situation in the Middle East where there were a lot of cultural and architectural influences.” Arad graduated from Dartmouth in 1991, after interrupting his pursuit of an undergraduate degree in order to return to his native Israel to complete military service in the Israeli Defense Forces.

The memorial, considered the long shot of three finalists chosen by the jury in November, will remember all of the victims of the Sept. 11 attack, including those killed at the Pentagon, in Pennsylvania and aboard the hijacked airliners. It also will honor the six people killed in the 1993 World Trade Center bombing.
The memorial will be one of two focal points at the trade center site, along with the 1,776-foot glass skyscraper known as the Freedom Tower. Four other buildings are planned where the trade center once stood.

The two pools in the design would sit 30 feet below street level, connected by an underground passageway and a small alcove where visitors can light candles.

Another Israeli-American architect – Daniel Libeskind – was chosen last year to design the master plan for the 16-acre site. Regarding Arad’s design, Libeskind said, “I think it’s an idea that is simple, that is bold, that clearly refers to the footprints of the building.

According to Arad’s proposal, the design “proposes a space that resonates with the feelings of loss and absence that were generated by the death and destruction at the World Trade Center. A pair of reflective pools marks the location of the towers’ footprints. The surface of these pools is broken by large voids. These voids can be
read as containers of loss, being close-by yet inaccessible.”

“The pools are submerged thirty feet below street level in the middle of a large open plaza. They too are large voids, open and visible reminders of the absence. The pools are fed by a constant stream of water, cascading down the walls which enclose them. Bordering each pool is a pair of sloped buildings. These buildings create a sense of enclosure, capturing the exposed outer corners of the memorial site and defining a path of circulation around each pool. The memorial, considered the long shot of three finalists chosen by the jury in November, will remember all of the victims of the Sept. 11 attack, including those killed at the Pentagon, in Pennsylvania and aboard the hijacked airliners. It also will honor the six people killed in the 1993 World Trade Center bombing.
The memorial will be one of two focal points at the trade center site, along with the 1,776-foot glass skyscraper known as the Freedom Tower. Four other buildings are planned where the trade center once stood.

The two pools in the design would sit 30 feet below street level, connected by an underground passageway and a small alcove where visitors can light candles.

Another Israeli-American architect – Daniel Libeskind – was chosen last year to design the master plan for the 16-acre site. Regarding Arad’s design, Libeskind said, “I think it’s an idea that is simple, that is bold, that clearly refers to the footprints of the building.

According to Arad’s proposal, the design “proposes a space that resonates with the feelings of loss and absence that were generated by the death and destruction at the World Trade Center. A pair of reflective pools marks the location of the towers’ footprints. The surface of these pools is broken by large voids. These voids can be
read as containers of loss, being close-by yet inaccessible.”

“The pools are submerged thirty feet below street level in the middle of a large open plaza. They too are large voids, open and visible reminders of the absence. The pools are fed by a constant stream of water, cascading down the walls which enclose them. Bordering each pool is a pair of sloped buildings. These buildings create a sense of enclosure, capturing the exposed outer corners of the memorial site and defining a path of circulation around each pool. They also guide visitors to the site into the memorial itself.”

What Peter Arnett asked Osama bin Laden

It was a bitterly cold night in March 1997 in a mud hut high in the mountains of eastern Afghanistan and we were surrounded by well-armed al-Qaeda fighters.

Peter Arnett asked their leader a simple question: “What are your future plans?”

Osama bin Laden replied, “You’ll see them and hear about them in the media, God willing,”

It was bin Laden’s first TV interview, and he and his team had chosen Arnett and CNN to conduct it, an interview I produced.

In the following year, bin Laden made good on his chilling threat with al-Qaeda’s near-simultaneous attacks on two US embassies in Africa that killed more than 200 people. In 2000, his men bombed the USS Cole in Yemen, killing 17 American sailors. Then, of course, there were the 9/11 attacks which killed almost 3,000 people and resulted in a “Global War on Terror.”

I first got to know Arnett, who died on Wednesday, in 1993. He was then one of the world’s most famous people and certainly its most well-known foreign correspondent. It was only two years after the first Gulf War and Arnett’s brave decision to remain in Baghdad after other Western reporters left, while American bombs were raining down on Saddam Hussein’s regime in Iraq, transformed CNN’s standing among viewers around the world. And it turned Arnett into a global celebrity.

You often heard Arnett before you saw him coming; a stocky man with a booming New Zealand-accented voice that could cut through glass. And then you saw the man himself: Larger than life does not do him justice; Arnett was a newsman’s newsman, full of tales of derring-do in Vietnam and many other wars around the globe.

I was thirty when I first met Arnett and I’d never been to a war zone. And soon, we were flying into Afghanistan in the middle of the civil war there. Kabul, the capital, was in ruins resembling Dresden after World War II; various warlords were fighting block to block. Child soldiers were a common sight. Gulbuddin Hekmatyar, the Afghan prime minister, had the distinction of likely being the only prime minister in history to shell his own capital on a daily basis.

Arnett interviewed all the major players in the civil war for CNN including Hekmatyar, Hekmatyar’s main opponent Ahmad Shah Massoud — who would be assassinated by al-Qaeda two days before 9/11 — and Afghan President Burhanuddin Rabbani who was killed by the Taliban in 2011.

During the Afghan civil war, shells were dropping constantly on Kabul and various ethnic and sectarian militias were battling each other in continuous firefights, yet Arnett seemed completely content. He wanted to be where the action was and Afghanistan in 1993 had action aplenty.

One piece of advice Arnett gave me then has stayed with me: “Never do anything for fun in a war zone,” which struck me as wise counsel.

We were in Afghanistan because we were tracking the bombers of the World Trade Center in 1993, a group of men – some of whom had fought in Afghanistan against the Soviets in the 1980s or had supported that effort – who had parked a van packed with explosives in the basement aiming to bring down the Twin Towers. They failed to do so but six people were killed.

In 1997, I spent weeks negotiating with a group of bin Laden associates living in London to try and secure an interview with the al-Qaeda leader. We believed that bin Laden might have had a role in the 1993 Trade Center bombing. (We didn’t know it then, but Ramzi Yousef who masterminded the 1993 bombing, was the nephew of Khalid Sheikh Mohammed, al-Qaeda’s operational commander of the 9/11 attacks.)

Other networks were also pursuing an interview, including the BBC, and CBS “60 Minutes”. I believe that Arnett’s reputation for fairness in covering the Gulf War was crucial in CNN securing the interview.

Back on the Afghan mountaintop, Arnett asked bin Laden why he was declaring a jihad, holy war, against the United States.

Bin Laden gave a long answer critiquing American support for Israel and US allies in the Middle East such as Saudi Arabia.

This reply undercut President George W. Bush’s frequent later claims after 9/11 that the United States was attacked because of its “freedoms.”

In his CNN interview four years before 9/11, bin Laden said his rationale for jihad against the United States was American foreign policy in the Middle East.

It was a privilege to spend many weeks in Afghanistan with Arnett in 1993 and then again four year later producing the first TV interview with bin Laden.

Arnett was a man who fear seemed to have no hold over. And I’ve never done anything for fun in an active war zone since.
