Well, the administrative branch has gotten too long in the teeth. There are some people, a lot of people, he can do that to. He cannot do that to the SCOTUS though. But the Framers never gave Congress equal immunity like the SCOTUS does, and the SCOTUS is not democratically elected. So our government is very lopsided with more power being placed in presidential appointments than elected officials.
