If your time gets wasted by banks, insurance companies, government services etc for more than a reasonable time (say more than 1 hour) they should be required to pay you back minimum wage for the time that they waste, this would give a small extra buffer for poor people doing pointless admin and provide an incentive for companies to speed up their services
