Voor de context: Lazard&#39;s LCOE is een cijfer wat al jaren door adepten tegen kernenergie wordt gebruikt als hét argument dat kernenergie te duur is. Het rapport uit 2025 toont een cijfers van €122 per MWh. Wind-op-zee zit daar nu dus nauwelijks onder.<br/><br/>Daar komt bij dat windparken op zee na 20 jaar zijn afgeschreven. De kerncentrale in Vogtle, waar Lazard haar cijfers op baseert, gaat voor minimaal 80 jaar mee. Als je de kosten dus af zou schrijven over de hele termijn (Lazard gebruikt 30 jaar voor deze afschrijving), is nieuwe kernenergie opeens een heel stuk goedkoper dan wind op onze Noordzee!<br/><br/>Dit beeld sluit aan bij de kosten voor de nieuwe kerncentrale die wordt gebouwd in Ontario, een zogenoemde SMR van het type BWRX die nu het 1/3 kost van deze windparken IJmuiden Ver Gamma. In beide gevallen, Vogtle en Ontario, ging het overigens om &#34;first of a kind&#34; projecten. Als we er meer van gaan bouwen, gaan deze kosten dus omlaag.<br/><br/>Dat kernenergie &#34;te duur&#34; zou zijn, is geen geldig argument meer!<br/><br/>Dan het punt waarom deze subsidie werd verhoogd: het invoedingstarief. Het punt van dit tarief is dat grote stroomproducenten hun eerlijke deel betalen aan de infrastructuur die ze gebruiken. Deze &#39;bijsturing&#39; om een marktprikkel te creëren wordt nu dus teniet gedaan met een verhoging van de subsidie. Windlobbyman Jan Vos wil hier dus graag vanaf, en wil de status quo handhaven waarin er een sluiksubsidie bestaat waarin de rest van Nederland alle kosten draagt voor de infrastructuur, terwijl de windsector gratis kan meeliften.<br/><br/>Wanneer we een eerlijk speelveld hebben voor álle partijen, kunnen we daadwerkelijk een gewogen keuze maken voor welke schone energiebronnen we meer ruimte geven. Het budget voor subsidieregeling TOWOZ is opgehoogd met €1,56 mrd.<br/><br/>De nieuwe maximale subsidiebedragen zijn €117 per MWh voor de kavel IJmuiden Ver Gamma-A en €116 per MWh voor de kavel IJmuiden Ver Gamma-B. De bedragen waren hiervoor respectievelijk €104 (A) en €103 (B). De verwachting is dat de windopbrengst van kavel IJmuiden Ver Gamma-B iets hoger ligt, waardoor de subsidie iets lager kan zijn dan voor IJmuiden Ver Gamma-A. Het totale subsidiebudget voor het Tijdelijk ondersteuningsmechanisme windenergie op zee (TOWOZ) stijgt daardoor met €1,56 mrd.<br/><br/>Meer biedingen, lager subsidiebedrag<br/><br/>Het bieden van een hogere maximale subsidie leidt hopelijk tot meer biedingen, waardoor de uiteindelijk benodigde subsidie mogelijk juist lager kan uitvallen. Dat schrijft minister Stientje van Veldhoven (Klimaat en Groene Groei, D66) in een brief aan het parlement. De ophoging is bedoeld om de zorgen van windparkontwikkelaars over het invoedingstarief voor elektriciteitsproducenten weg te nemen. Toezichthouder Autoriteit Consument &amp; Markt (ACM) is bezig die tariefvariant voor gebruikers van het elektriciteitsnet uit te werken, maar er is nog veel onduidelijk over de vorm van de regeling en de hoogte van de tarieven.<br/><br/>Die onzekerheid maakt het lastig voor windparkbouwers om een bod te doen op de twee windkavels die het kabinet komend najaar wil tenderen. Het gaat om de kavels IJmuiden Ver Gamma-A en IJmuiden Ver Gamma-B, samen goed voor 1 GW aan opgesteld vermogen. De minister kan de publicatie van de tenderregelingen niet uitstellen totdat er meer bekend is over het invoedingstarief. De regelingen moeten namelijk deze maand worden gepubliceerd, zodat bedrijven de tijd hebben hun bod voor dit najaar op te stellen. Dat gaat dan ook snel gebeuren, belooft minister Van Veldhoven in de brief.<br/><br/>Het is duidelijk dat de minister geen herhaling wil van het debacle met de tender voor kavel Nederwiek I-A. Daar kwam geen enkele bieding op. “Het mislukken van de tenders zou leiden tot verdere vertraging van het behalen van de klimaatdoelstellingen en het versterken van de energieonafankelijkheid. Ook zorgt een mislukte tender voor hoge maatschappelijke kosten door vertraging bij TenneT en negatieve gevolgen voor de (Nederlandse) toeleveringsketen die sterk met de economie is vervlochten”, staat in de brief.<br/><br/>Pot voor 40 GW<br/><br/>Het geld voor de ophoging haalt de minister uit de pot met geld die bij het coalitieakkoord was gereserveerd voor de uitrol van 40 GW aan windparken op zee. Dat betekent enerzijds dat het niet ten koste gaat van andere doelen van het kabinet, maar het kan mogelijk wel betekenen dat er minder geld is voor die beoogde toekomstige offshore windparken. Of dat ook zo uitpakt, hangt af van de hoogte van de winnende biedingen en van andere toekomstige ontwikkelingen. De minister merkt op dat het verhogen van de subsidiebedragen ook betekent dat er niet achteraf onderhandeld kan worden over compensatie, mocht het invoedingstarief alsnog tegenvallen.<br/><br/>De brancheorganisatie van de windparksector, NedZero, is bij monde van voorzitter Jan Vos blij met de verhoogde subsidie. Al merkt de voorzitter in een bericht op de eigen site ook op: “Tegelijkertijd laat deze stap zien dat het invoedingstarief de businesscase voor wind op zee verslechtert. De meest effectieve oplossing blijft daarom om het invoedingstarief niet in te voeren. De opgave is om zo snel mogelijk betaalbare, schone en strategisch verstandige elektriciteit beschikbaar te maken voor Nederland, niet om nieuwe kosten en onzekerheden te creëren die vervolgens weer moeten worden<br/>gecompenseerd.”<br/><br/>€3 per MWh<br/><br/>Het is aan de ACM om dergelijke regels op te stellen voor de netten. De toezichthouder wil aansluiten bij het Duitse invoedingstarief (dat ook in de maak is) om een gelijk speelveld te bewaren. De minister heeft voor publicatie wel een brief gestuurd aan de toezichthouder met de vraag of er meer duidelijkheid kon komen over de hoogte van het tarief, zodat zij daar rekening mee kon houden bij de openstelling van de tenderregelingen.<br/><br/>ACM-bestuurslid Manon Leijten antwoordde in een brief: “De ACM heeft berekend dat het in Duitsland beoogde invoedingstarief, wanneer het wordt ingevoerd zoals nu voorgesteld, voor de Nederlandse markt zou betekenen dat er maximaal een gewogen gemiddeld tarief met een hoogte van €3 per MWh in rekening gebracht zal worden.” Dat bedrag is dus nog met mitsen en maren omkleed, en dat biedt volgens NedZero onvoldoende houvast om een businesscase op te bouwen.<br/><br/>De twee tenders openen op 26 november en sluiten op 10 december. De minister verwacht in het eerste kwartaal van 2027 de uitslag bekend te kunnen maken. Volgens de planning op de tenderpagina’s zouden de parken in 2032 in gebruik moeten worden genomen. In de tenderregelingen zitten verplichte voorschriften voor natuurinclusief bouwen en het beperken van het effect op de natuur, bijvoorbeeld bij de heiwerkzaamheden. Further down they&#39;re referring to a link by the Fraunhofer Institute (which also gives no explanation as how these numbers are made up).<br/><br/>The reality is that nuclear energy *in the real world*, just across the border in France, costs 7 cents per kWh. The irony here is that Germany has become heavily dependent on this nuclear electricity.<br/><br/>Mind you, these 7 cents *include* final storage. Which brings me to the second bullet point: 170 billion Euros is five times the cost of the final deep geological repository that France is planning (34 billion, as I reported yesterday). This repository is designed to store all the nuclear waste of the entire current nuclear fleet France has, which is three times larger than Germany&#39;s nuclear fleet at their height. 170 billion huh, really now?<br/><br/>The third bullet point has also been debunked, recently even at the Anschalt Conference held last year in Berlin. There, the point was well made that the recommissioning of even partly demolished nuclear installations is *always* cheaper than building a new one from scratch.<br/><br/>As for the last point: it simply doesn&#39;t matter if nuclear is expensive or takes a long time. German industry is collapsing under high energy prices. Without nuclear, there is no route to zero carbon. The last part, that it &#39;hinders&#39; the expansion of renewables, is another blatant lie. The huge reliance of French nuclear is testament to that.<br/><br/>So, why would EnBW be lying about all this? I&#39;m told by German contacts that this has to do with it being owned by the state of Baden-Württemberg, which has been governed by a Green-led coalition since 2011.<br/><br/>Either way, this kind of institutionalised disinformation is exactly why the German population are so badly informed about nuclear energy, and why they&#39;re against it.
