I think it's not about fuel costs, it's the availability. Kuwait is one of the largest producers (~30% world) of naphtha, main input for jet fuel. Kuwait stopped operations 2 weeks ago already. That plus shortage in delivery to Asia, and you get a situation where you can fuel up and fly from American Airport to Malaysia for example but you can't fuel up to fly back
