Core acted _without consensus_ to open OP_RETURN. That is pushing a change on the network. In practice defaults carry massive weight, regardless of the fact that people can choose not to run it (and then those that do choose not to run it get socially attacked). It is rational for them to feel like they are being _coerced_ into storing arbitrary data. "You're node is not data storage." This is literally false. Nodes are data storage, the only debate is about what kind of data is permissible. "It is also not a vote." If 100% of the nodes enforced new rules then those rules would be respected. Logically we can step down from 100% and fine some number where the rules would be respected. How is that not a vote? It's not a vote manifest in the protocol, sure. But it is a vote. The whole point of Bitcoin is that it's too capital intensive to attack. To maintain it's properties it _must_ be the case that plebs outweigh the concentrated economic interests.
