Because pretty much anything except ecash (be it cashu or fedimint) is gonna be offline if the internet's offline. Technically they're offline too but you can at least exchange ecash in a higher trust manner while awaiting it coming back online. Looking at github though I didn't see mention of cashu; just Breez. Not that cashu needs to be built into something to be transacted over it, as we've seen time and again with Bitchat. I've even sent cashu inside an emoji over bluetooth mesh on bitchat...
