Keep a smaller list of relays that you trust. If it’s a public relay, ask the operator what kinds of spam protections are enabled. Think “know your farmer” aka “know your relay operator“. I’ve seen so many accounts with like 30 public relays. You’re just asking to get spammed 😅 Maybe one day you can do this and clients spam protections will handle everything, but we’re not there yet.
