It moves along a scale from easily censored completely, to mostly censored, to quieted, to openly spoken, to loud and mostly heard without any hindrance. I'm sure you're trolling point is that "Pubky is more censorship resistant," so, you could have simply said that. But, the point here is, to say nost isn't "censorship resistant" is inaccurate. That's like saying spf 15 is not UV resistant. It is, but along a scale.
