I have no idea how to implement this, but the fragmenting of user's encrypted data would ensure: 1) The company literally has no ability to see users private data 2) LE cannot subpoena or seize any user's data from the company since they have no ability to provide anything 3) truly private off-site data backups are available to anyone who wants to get rid of Google, Dropbox, etc. All of this is technically feasible... But is practically illegal in the "land of the free." The US government will essentially make the owner of such a company into another Ross Ulbricht.
