No web protocol "discriminates at the base layer" - network protocols are inherently open.

But servers are inherently permissioned.

Alas, the issues come when deciding how that protocol will serve data. Saying "Content cannot be easily censored if sufficiently decentralized across relays." is the same as saying "Content cannot be easily censored if sufficiently replicated on many websites."

While, that can be true for some popular data, like breaking news, or popular movies, it remains untrue for most data, including your Nostr posts. That means you will rely on someone else's computer to connect your data with other people.

Nostr does not have any trustless discovery method, after all.
