Well, this got to be the jankiest jank that I've ever seen jankinh.
To export a color palette from GIMP for Krita, you first have to create an empty text file, rename it to file.kpl, and then in the export dialog select that file as the destination for the export.
GIMP is unable to create the file itself. That's impressive.
