Correct. Many people don't see a problem with it. Even Ayn Rand, the Libertarian goddess saw nothing wrong with depending on the state in her life. And I've seen Libertarians defend that position too.
Thinking of it from that perspective, I think it fits well. A good person speaks out against corruption, but only just because it is there nature to do so. There isn't necessarily anything objectively wrong with the actions of a corrupt government, since that is just their natural way of things. In that view, it is perfectly reasonable to depend on evil even as a good person, just to get ahead.
