I'm not watching the video, but I thought he might be cancelling the attack anyway. His goal is negotiating, not "winning." From what I've understood, he's been clear from the beginning that regime change would require either boots on the ground, (and he knows that nobody wants that) or an uprising by Iranian citizens. (And he can't control that anyway.)
