The whole sentence reads: "Notwithstanding any other provision of this License, if you modify the Program, your modified version must prominently offer **all users interacting with it remotely through a computer network...**". Ergo if there are no users interacting with it remotely through a computer network, this does not apply. You cannot interact remotely with non-running source code living in a GitHub repo. There are valid criticisms of AGPL, but this misses the mark.
