Two major US law enforcement bodies broke ranks on the crypto CLARITY Act in 24 hours. The four front opposition coalition stalling the bill in the Senate is cracking.

Pre July 2, National District Attorneys Association, National Association of Assistant United States Attorneys, International Association of Chiefs of Police, and National Sheriffs' Association actively opposed. The National Fraternal Order of Police and National Association of Police Organizations were already neutral.

Then two breaks in a day. NOBLE, the National Organization of Black Law Enforcement Executives, became the first major US law enforcement body to publicly endorse the bill on July 2. On July 3, the Major County Sheriffs of America (MCSA) flipped opposition to neutral in a letter to Senate Banking's Tim Scott and Elizabeth Warren, citing "additional clarity" on Section 604.

Section 604 is the Blockchain Regulatory Certainty Act, the clause defining non custodial software developers. Without it the bill does not keep Bitcoin node and wallet development inside the US. Both moves cite Section 604 explicitly. Law enforcement is buying a Section 604 concession, not blocking the bill itself.

Lummis and Tim Scott are pushing a Senate vote before August recess. Sixty votes needed. Do these cracks signal the wall coming down, or are they the most it gives before the floor fight decides?
