i think you have to uncouple java applets and flash content from "the web" of back then. Text is accessible. text rendered by javascript may not be accessible. old layouts were accessible since the main content was separate from the sidebars/menus/footer/header etc.
I'm not entirely sure, therefore, that i concur with you.
