I think at 100% red, a vertex will be hard glued to the bone, and at 0% blue it will completely ignore the bone. But I can give any vertex 1000 steps between the two, and I am always confused by the lower parts of a limb also being blue, but still moving because their bone is being pulled along with the previous bone.
