It is possibly different for pension funds, but it's hard to be consistently better than the index, and even to make the attempt requires hiring advisors who expect to be well paid. Mr. Coyne's claim is that the CPPIB is spending enormous amounts of money on personnel, and then failing to earn a better return than its benchmark.
